Although Anatolia is a multi-linguistic, multi-cultural, and multi-religious community, practices in Turkey reject multi-culturalism and multi-linguism and every passing day, bans are given legitimacy. Despite the fact that law no 2932 banning Kurdish language was abolished in 1991, practices that are against the law and the legislation are still continuing. |

The Threat Against Baskin Oran |

Scientist and human rights defender Prof. Dr. Baskın Oran has been threatened by persons using the name of TİT (Turkish Revenge Brigade). “TİT” was also a signature used by those persons who tried to kill Akın Birdal, former president of Human Rights Association, on 12 May 1998. In fact, Hrant Dink is being reminded us through threatening Baskın Oran. It is being declared that all of us, including Baskın Oran, are in the list as they killed Hrant Dink. First Hrant, now Baskın… The question is about the protection of Human rights and Human rights defenders. |

It is incontestable that principle of the rule of law is in force in democracies. The state of law is based on the principle of the rule of law. European Court of Human Rights, in the case of Silver and others v. United Kingdom dated 1983, highlighted that the principle of the rule of law is a fundamental one. The state of law is the one which is based on the principle of the rule of law and acts in accordance with law and depends on law in its actions and applications. There is a necessary, inter alia, for independent and impartial judiciary to accomplish this principle. Obviously the law, which should be in force in the state of law, is the humanitarian law. |

Article 301 should be totally abolished! |

The proposal to amend Article 301 of the Turkish Penal Code on 7 April 2008 by a group of Justice and Development Party MPs will not clear the barrier against freedom of expression that the article creates. Article 301 of the Turkish Penal Code was used to try 2724 individuals, 14 of them children, during 2006 and 2007 according to the data from Ministry of Justice. |

Serious Violations Occurred in Newroz 2008 Celebrations! |

As Perpetrators of the 28 March Incidents were not Punished, Serious Violations Occurred in Newroz Celebrations!
Distinguished Press Members, As you may remember, today is the second anniversary of the 28 March incidents during which 10 of our citizens (7 of them were children) were killed, tens of people were wounded seriously, about 500 were detained and subjected to serious torture and ill-treatment. We do not that violating right to life, which is sacred and untouchable in every atmosphere and under any conditions, has been started after the statement “...we will act in a manner which is necessary without considering there are women or children!!” by the Prime Minister, Mr. Erdogan. Then we lost our 10 people. Our judiciary system got a low grade as; perpetrators of 28 March incidents have no been caught until now, the mentality that killed people without caring they were women or children has not been questioned, legal attempts by Human Rights Association (IHD) have not been concluded, those who killed our citizens have not been subjected to judicial or administrative interrogation. |

THE RESEARCH-INQURY REPORT ON VIOLATIONS AND EXTRA JUDICIAL EXECUTIONS THAT OCCURED AS A RESULT OF FORBIDDANCE BY THE GOVERNORSHIP AND THE DISTRICT GOVERNORSHIP ON NEWROZ CELEBRATIONS ON 22 MARCH IN VAN PROVINCE AND ON 23 MARCH IN YÜKSEKOVA DISTRICT INCIDENT Human Rights Association (İHD) accepts protection and using of human rights and freedoms as a basic principle. İHD considers freedom of thought and belief as an indivisible part of these rights. İHD evaluates Newroz festive within this concept. There are problems in Newroz festive especially for the last 27 years. İHD composes, in order to carry out observations in places that celebrations take place, Newroz Observation Committees in every year. These committees are composed of administrations from the headquarters and branches. Reports, which based on observations, are revealed to public. İHD, via reports, announces true information to society and tries to contribute to protection and using of rights and freedoms. |

THE RESEARCH-INQURY REPORT ON VIOLATIONS THAT OCCURED AS A RESULT OF FORBIDDANCE BY THE GOVERNORSHIP ON NEWROZ CELEBRATION ON 22 MARCH IN SİİRT PROVINCE INCIDENT The steering committee, which was composed for celebration of Newroz festive, applied for celebration of Newroz festive in the Newroz area on 22.03.2008. However the Governorship allowed celebration on 21 March rather than 22 March. Then the steering committee stated that they would not carry out celebration on 21 March. There was no positive step for allowance to celebrate the festive on 22 March, despite all attempts and meetings. Therefore Human Rights Association (IHD), for celebration and to be able to be prevented violations, has decided to present in Siirt as a committee. The committee, which was composed of Ms. Vetha Aydın the Chairperson IHD Branch in Siirt and Ms. Filiz Kalaycı a lawyer and the Chairperson of İHD Branch in Ankara, stayed in Siirt till incidents ended. |

"Halabja Massacre": The Shame of Mankind History |

On 16 March 1988, a massacre was experienced in Halabja. Not classical weapons but chemical and biological weapons were used in this massacre. Halabja people, most of whom were Kurds, were slaughtered. This massacre was recorded to the shame mankind history as ‘Halabja Massacre’. The humanity recoiled from the photographs of Halabja in which they saw over 5000 the elderly, the young, women, men and helpless children who were killed with poison in the streets, however; neither the international organizations nor the world public reacted enough to the human tragedy. |

Woman's struggle for liberty is struggle of mankind! |

The struggle, which has been started by women garment workers in the 1857 in New York, continues in many of places in the world as a struggle of identity and social statutes against any kinds of violation, trafficking of women, forced migration and rapes. The resistance, by women garment workers for a better life, is 151 years old... Male dominant system, for hundreds years, nourishes inequalities between genders consequently; violence almost becomes an inevitable “fate” for women. Poverty, unemployment, natural disasters, forced migration, ethnic conflicts, wars, trafficking of women, domestic violence and male dominant system’s policies that are integrated any kinds violation affect women deeply. Also capitalist globalization, by reproducing itself and making more powerful in every day, goes on to cause outcomes against women. Those, who lost their lives due to regional and civil war since WWII are more than who lost their lives due to the world wars. Actually this data reveal losses of mankind by militarist male dominant system which based on violence, denial and ignorance. Women are fundamental victims of war, so; the more they do about their basic rights will mean struggle also for crime against humanity. |

To the PRESS and PUBLIC  The first paragraph of Universal Declaration of Human Rights has the following statement; “Whereas recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world”. In the following of this sentence, there is another statement which is “Whereas disregard and contempt for human rights have resulted in barbarous acts which have outraged the conscience of mankind, and the advent of a world in which human beings shall enjoy freedom of speech and belief and freedom from fear and want has been proclaimed as the highest aspiration of the common people” and by this statement it is accepted that mankind should live in manner which is suitable to human honour not any other manner. Also, it is accepted that this should be considered as the basis. Who accepted it? States that are the members of United Nations and, signed and ratified United Nations Universal Declaration of Human Rights in their parliament. Turkish Republic, also, is one of these States. |

Distinguished Press Members, Turkey passes through hard times, indeed extremely hard... Our young people lose their lives in armed conflict; mothers suffer from these deaths, another country’s territory is bombed by disregarding the international law rules, freedom of expression is considered as offence, prohibitions on culture and language continue, security force members, who get power from anti-democratic legislations such as PVSK (Law on the Duties and Competencies of Police), TMY (Anti-Terror Law) and so on, violate right to life in streets. Under such an atmosphere and period on which human rights and freedoms are violated seriously; human rights defenders are subjected to serious pressures, interrogations and sentences because they say “the king is naked”. |
