Ill-Treatment in Prisons

Chauvinist fascist wave, which is being escalated fast in our country, is being practised also in prisons against arrested and sentenced people as attacks.

Our citizens, who are in prison as arrested or sentenced people, have explained pressure against them in their application to our organizations.

Mr. Muammer Şimşek, who is one of the Executive Board Members of PSAKD (an association on Alevi society) and chairperson of PSAKD Branch in Sarıyer district in Istanbul, is in Tekirdağ F Type Prison as an arrested person. Mr. Şimşek, in his letter dated 30.10.2007, tells the following;

“Outcry and sounds of torture occurred in all over the prison on the Saturday of 27.10.2007. It is understood, from slogans, that there is a raid as well as torture in the prison. Until now, they have never performed raid in the weekend. I heard sounds of attacks also from C 92 and C 99 cells that next to us. People, who are sentenced for PKK case, are staying in these cells. When they came to our cell, they disarranged our cabinets and beds. They poured the litter to the kitchen area. They insulted and threat us then they left. Then we learned that 8 cells were attacked. The Circular-dated 22 January 2007-by Ministry of Interior Affairs is not implemented here. Moreover, guardians stand and threat for not to speak in Kurdish while prisoners make call. The administration open investigation and practice various punishment against us after all raid…”

Also there are applications, from different prisons in Turkey, to the Headquarters of Human Rights Association (IHD). These applications are about increased beating and pounding by officers of prisons because of effect by recent racist, chauvinist wave. As Non-Governmental Organizations these applications make us worry more than ordinary time.

As it is seen; isolation policies, which are practised and increased to the highest level by F Type prisons, continue as arbitrarily destroying humanitarian values and human life via pressure, torture.

Attacks against arrested and sentenced people, whose lives and physical integrity are in the hands of the state, are not individual cases but systematic and continue. Sometimes these attacks become more serious.

Attacking to cells, beating and practising torture against arrested and sentenced people under the name of raid, which has never been performed until now in the weekend, is the reflection of chauvinist, fascist attacks into prisons.

Prisons are the places that should be monitored by the society all the time. As knowing what happens behind these walls, we repeat that prisons should be opened for human rights defenders, NGOs. Moreover, observing at the scene should be provided.

All arrested and sentenced people’s basic rights and freedoms should be respected. United Nations Standard Rules for Prisons should be performed. We restate that we will resist any kind of implementation for limiting basic rights and freedoms, follow process related with court cases against those practise torture, beating and ill-treatment. We invite the whole society to be sensitive about any kind of violations in prisons or outside of prisons.
