The Universal Periodic Review (UPR), a new human rights mechanism of the Human Rights Council (HRC) established on 15 March 2006 by the United Nations (UN) General Assembly resolution 60/251. The UPR mechanism provides for a review every five years of the human rights obligations and commitments of UN Member States, as well as their progress, challenges and needs for improvement.
Under this mechanism, national stakeholders, non-governmental organisations (NGOs) and grassroots organisations submit their reports to the Office of the High Commissioner for Human Rights (OHCHR). For the recent cycle of review period, such a report was prepared by the Human Rights Association, EuroMed Rights, Human Rights Joint Platform (IHOP) and the Citizens’ Assembly.
